STATEN ISLAND, N.Y. — Staten Island is forecast to be hit with its first winter storm of the season after a weather phenomena halted snow that was expected to cover the borough earlier this week.

Between three and five inches is generally expected to hit the New York City region beginning late Thursday night and progressing into the early part of Friday — potentially hampering the morning commute.
